STATEMENT
ON STATUS OF IMPLEMENTATION OF NATIONAL VALUES &
The Constitution of Kenya 2010, section 132 obligates
the President of Kenya to give a State of the Nation address on the progress
the government is making in achieving the national values and principles of
governance as outlined in section 10. The president is also obligated to show
progress on how the country is fulfilling its international obligations as
stipulated in the constitution section 2(5). On economic and social rights,
Articles 41 addresses issues of labor relations and 43 speaks to rights to
health, housing, food, water, social security and education as rights that
Kenyan’s are entitled to enjoy and justifiable within the legal framework.

National Women’s Leaders Convention
The National Women’s Leaders Convention will be held on the 10th of March 2017 at the BOMAS of Kenya from 9.00am to 2.00pm. The Convention is the largest women’s non-partisan, political and multi-sectorial forum to marshal support for women's candidature for elective seats ahead of the general elections on the 8th of August 2017. The objective of the Convention is to demonstrate the Kenyan women’s political resolve in actualizing the constitutional 2/3rds gender principle and to endorse the declared women’s minimum demands. The Convention will also unveil the women's action plan for mobilizing and marshalling support for women aspirants for elections across the country. This has been organised by The National Women’s Steering Committee (NWSC), Community Advocacy and Awareness Trust (CRAWN Trust) and the Centre for Rights Education and Awareness (CREAW) and Kura Yangu Sauti Yangu Coalition

Memorandum on the Constitution of Kenya (Amendment) (NO.2) Bill, 2013 Tuesday, October 6, 2015
The Equalization fund is established under Article 204 of the constitution as an affirmative action fund targeted at marginalized counties. The Commission on Revenue Allocation concluded the policy to guide the fund on February 2013 and this was subsequently adopted by Parliament. The Cabinet Secretary for the National Treasury gazetted guidelines for the administration of the fund on 13th March 2015. On 29th August 2015, the National Assembly passed a bill to Amend Article 204 -2 and 3(b); the effect of which is to direct the funds to the constituency under the management of members of parliament. KCA Holds Training Workshop on Media and Devolution in Turkana County
March 14, 2015
Kenya Correspondents Association (KCA) concluded a two -day workshop for journalists based in Turkana County aimed
at strengthening their capacity to generate quality and issue-based media
content on Devolved Governments in Kenya. The workshop, which was held in
Lodwar Town on March 12-13, 2015, brought together more than 30 journalists
from different media outlets based in the county. The journalists were taken
through intensive training sessions which focused on understanding the Devolved
system of Government, the gains and emerging threats to the implementation of
devolution and a discussion on a recent study on the impact of Devolution on
selected counties done by the Constitution Reform Education Consortium (CRECO).

THE AMENDED SECURITY LAW
Under the guise of giving the government the tools to fight
insecurity, the amended laws gives government wide and unchecked discretion in
defining what constitutes a threat and taking measures to mitigate against it.
It cuts a large swathe through constitutionally guaranteed rights to privacy,
fair trial, assembly, information, expression and thought as well as freedoms
from arbitrary detention and even torture, in a misguided attempt to respond to
rising incidents of insecurity including terrorist attacks. This atrocious
piece of legislation is just the culmination of a long period of Kenyan elites
undermining the foundations of liberal democracy in Kenya.

1. The County Governments Act No.17 of 2012
The
County Governments Act, 2012, is an Act of Parliament that gives effect
to Chapter Eleven of the Constitution (on Devolved Government); to
provide for county governments' powers, functions and responsibilities
to deliver services and for connected purposes. The Act received presidential assent on 24th July, 2012. It
came into operation upon the final announcement of the results of the
first elections under the New Constitution in March 2013.

2. The Public Finance Management Act, 2012
The Public Finance Management Act, 2012, is an Act of Parliament that provides for;
(i) the effective management of public finances
by the national and county governments;
(ii) the oversight responsibility of

It further repealed the sessional policy paper 10 of 1965, which was a defining moment in the country’s political economic development and continue to influence policy making. A generic of this policy paper is the much-taunted Vision 2030, which has to be reviewed to comply with constitutional order.

Struggles to influence the balance of power and the
distribution of economic resources in Kenya have a long history of
violence: national and local, actual and threatened, physical and
